On Tuesday night, June 26, 2024, at the behest of House leadership and the Freedom Caucus, the “may to shall” amendment that was added during committee markup was stripped from the FY 25 Homeland Security Appropriations bill. The bill moves to the House floor Friday, June 27, with the standard discretionary language that has been law for the last several years. While we may not be able to change the bill before it goes to the House floor, we do need Congressional leaders to know that this action is unacceptable, and we expect this language to be restored during conference or other subsequent actions on the appropriations bill.
