On May 20th, 2025, FEWA, along with the National Association of Landscape Professionals (NALP), hosted the annual H-2B Fly-in with members from all over the country who flew into Washington, DC to meet with their elected officials in both chambers of Congress.
Attending the Fly-In were 80+ members from both groups who live and/or operate in 25 states. They met with 125 Congressional offices and discussed the importance of permanent H-2B cap relief as an issue that affects their businesses, communities, personal lives, and the American economy. They also shared their stories of how long they’ve been using the H-2B program and how many of their employees are returning workers who have come back year after year.
For those who couldn’t join us, you can still participate in our efforts to achieve cap relief for Fiscal Year 2026. We want to amplify these meetings with more than 100 Capitol Hill offices by sending grassroots messages from you!

It’s important that we continue to communicate with the House and the Senate as the Appropriations process is underway. We cannot do this without consistent engagement with Congress during this critical time in the process. We saw what happened in March when the Administration delayed announcing that the cap was hit, so now more than ever we need Congress to direct the Administration to act may to shall , or use any other legislative language that would provide significant and certain cap relief, via certified employer, returning workers exemption or some modified version of these.
