| Over the weekend, the Senate passed a temporary spending bill, or Continuing Resolution (CR), to fund the federal government through Dec. 11, 2026.
In late July, the House passed its own version of the CR that runs through Dec. 4. Both chambers have recessed for the remainder of the month and will return in September, leaving only a few weeks for Congress to finalize and send a CR to the President before the start of fiscal 2027 on Oct. 1.
Upon passage for a final CR, FEWA and the H-2B Workforce Coalition will advocate for the Department of Homeland Security (DHS) to promptly release the 64,716 supplemental visas under the authority to issue supplemental visas for fiscal year 2027 that will continue under the temporary funding bill.
We hope that the Trump Administration will act quickly this fall to issue all potential supplemental visas and allocate the visas in a manner similar to fiscal year 2026. As in the past, we will likely need our members to weigh in with their elected officials and ask for quick action by DHS.
Other than passing a temporary spending bill this fall, Congress is not expected to focus on additional funding bills until after the November elections.
FEWA will continue to advocate for the passage of the certified seasonal employer cap relief that is included in the House Appropriations Committee-passed version of the DHD Appropriations bill later.
While we will be pushing for a long-term solution like the certified seasonal employer cap exemption, we will be working to ensure that, at a minimum, our members have access to supplemental visas for fiscal 2027.
